I noticed a lot of people use the old oc maker. But for those who are interested, there is other create-a-pony software for this. here's a list of pony maker and how they work.
If you have other MLP FIM pony maker to propose, or you have question or need me to edit you something. Like helping with your oc's colors (to give you hex code, RGB data...) or to save/upload your oc. Feel free to ask (I have software for this)
Last note : if you have editing software like Photoshop, there I'll propose you to take elements from the presented oc makers. As they propose pony from side-on, it's relatively easy to fuse gears to create new ones with a bit of edition. With a little of imagination you can go above what the 2D pony makers propose. The wildly used one. Around from 2011, the generator offers a good variety of parameter to create your oc.
Features
Body
-The choice of the height and weight of the pony, and the buffness of the neck.
-The shape of the head allow 8 different form, from filly to stallion
-The choice of a horn. also propose 5 versions. From standard, to broken, bended, swirled or sharp
-The type of wings are 16. Normal one, spread, alicorn's, artificial, bat wings, insect and butterfly ones.
Eyes
-15 types of different shape : Mare and stallion, opened and closed ones.
-6 kind of pupils. from the standard to the feline, toad and "blind"-looking eyes.
-Eyelashes can be added/removed.
-Possibility to increase and decrease the eyes and irises' sizes.

- There is only one base shape, with one kind of claws, but you can change the following body parts : Head, beak, wings and Tail. Possibility to add a dozen of body marking.
Head
- 17 style of style, going from standard ones to vulture-looking. 14 different marking that goes from spot, to strips, to gradient.
Beak
- 11 beaks shapes, emulating most of the bird's.
Eyes
- 11 different shapes, going from angry look to closed eyes. Possibility to turn on or off the eyelash
Tail
- 7 tails, from canid to peacock to more avian ones. each have stripped and tip variations.
Wings
- One base wing, but with different markings. Both wings can be individually edited.
Accessories
- 10 for the frontlegs and the hindlegs, gloves to band and brace.
- 16 accessories for the neck. From jewel, to scarf and a couple of top
- 18 for the head, from hat to headset, jewels and ribbon
- 8 for the eyes, mostly glasses and band
Others & Colors :
- Not able to custom the colors, however there is 30 of them from each parts. Going from black to brown, blue, green or pink, each with different shades. Those colors apply for the eyes, claws, wings, tail and accessory.
- Possibility to switch background and add filters.
- No option to save the picture nor change the size of the body or the position.

Originally on facebook (Hasbro's account), the maker has been removed yet someone saved it and reuploaded it without change.
To use it : hold the white triangle and move it up and down. You can click on the bar as well.

Cutie mark
-there is 78 cuties mark, most are from the show (from background pony mostly), but there is some original ones.

-The neckwares are various in their appearances : there is jabot, tie, scarf, hood, necklaces and smoking
Vests, Cape & Sleeves
-24 vests. Some are hard to identify, others are classy.
-In the 24 capes, some are dress for mare, or skirts.
-There is also 20 sleeves, and most from a set with the vests.
Hind & Fore legs.
-Both propose the same numbers of shoes and accessory, who ho with each other.
Others & Colors :
-Like the other pony maker, there is background available for your oc
-It's possible to access any editable part in clicking on the say part of the pony. And change the colors.
-The colors are predetermined and are just different shade of selected colors. You can't use your own colors.
-Accessories adapt themselves to the form of the wings or the horns, which is always nice.
-However you are unable to save your pony, and you must take a screenshot of it. Fortunately zooming in on the flash doesn't alter the resolution.

3D Pony Creator
Thanks to Visucius. Here's a pony maker using the Gary Mod to give a 3d model render of the oc. The choice offer is not really huge, but if you always wanted to have a 3d model of your oc, then give a try.
Head :
-The maker propose three head shape : 2 mare's, and a stallion one.
Size & Weight
-You can change the height of the whole body, while the head's is in a separated option.
-The weight can be settle too, but it only impact on the wideness of the back/&stomatch. Other part of the body stay lean.
Body
-Under "body colors" you can add a marking, either spots, cow marking or zebra strips. You can also add a marking to the muzzle or unshorn hooves.
-Some costume are available as the Mane-iac's, or the Wonderbolt uniform. A ninja outfit and also the Chrysalis's back shell .
-However you are ombige dto chose only one marking or costume. You can't combine zebra stripe and hooves. You have to pick only one, no matter the body part.
Ears
-Three kind of ears : Normal, star-shaped and spiky.
-The size can be settled but it just stretch the ears' top or flatten it.
Eyes & Colors
-There 40 eyes possible. Standard ones, young pony, crystal pony, batpony, changelings. Crystal/Bat ones have a "young" versions of them available. There is also more exotic eyes such as Discord's, Mane-iac, Chrysalis/Nightmare Moon, dragon, love potion effect, mad, blind. Even Gumy's and cybernetic.
-Possibility to give individual colors to both eyes. Allowing thus heterochromia.
-The position of the irises can be chose to (size and vertical position)
-3 eyelashes and their size can be settle.
Mane and Tails
-This software propose to mix two differant mane cut. 44 are are available and they are all from the show (no original one). either the mane of the principal characters as background character. There's not a lot of male one although, and most are quite easy to recognize.
-the tail's size can be increased or decreased
Horns and Wings
-3 horns : normal, Alicorn and Chrysalis.
-And 11 wings. Standard, alicorn, bat, mechanic, dragon (or demonic one XD), changeling and Nightmare Moon's. Most are available in spread or resting form.
-Both wings' size can be settle individually. And it's possible to colors the inside or outside part.
Of course there may be other Pony maker flashes. But they are the one I propose : easy to use, and offering a good choice of customization. As an official one, the Hasbro's pony maker look more natural, and fitting the shows design.
Cutie mark
-All are from the show. and there is possibility to updated your own.
-The scale and rotation setting can offers, as well that reverse the cutie mark.
Accessories, Headgears & Glasses
-So... well, all are from the show : Celestia/Luna/Cadance's colars, the different Elements of Harmony, Octavia's bowtie etc...
-Ditto for the hats : 11. It goes from the Alicorns' crowns, Coco Pommel's hair clip, Sunset Shimmer/Twilight Sparkle's crowns...
-And the same for the glasses. 4, There is Future!twilight's eyepatch, Vynil's shades, Rarity's glasses, round-glasses and monocle (but the former two have no transparant glases).
Legs & Hooves
-Not a lot of choice. Just a bracelet can be added either on the upper or low part of the hooves. while the shoes are Celetia/Luna ones.
Face
-You can change the expression of the pony : Angry, sad, relaxed, happy, wide or closed. You can lower the eyebrow and eyelid as well
-Both left and right eyes are individual, so you can mix and settle pretty well anything and, and give a solid expression to your oc.
-Possibility to open the mouth and settle lips position, add grin etc...
Colors
-The colors each part : coat, mane, accessories etc.. can be changed. The pony maker use hex code to do so.
Others
-Possibility to change the pony's position, to make it trotting or running, flying. To zoom in and out as well.
-The shade of the pony can be modified to gave it a shell-shading render,
-You can add stickers to your pony, and even customize the pose... in a quite technical way
-And finally you can download your creation into a picture or a model.

Legend of Equestria :
Legend of Equestria allow you to create a character even if it's a game and not a pony maker per se. As such, the customization are limited but it's not the main focus of Legend of Equestria.
on a side note : To be fair, even professional MMorpg doesn't always propose solid character creator.
Gender and Race
-There is 4 body available : Filly, colt, mare, stallion. The difference are not really big nonetheless.
-For the races, you have the choice between Earthpony, Unicrn and Pegasus. Apparently they have all different abilities in-game.
Body & Cutie mark
-If you play female pony you have access to two type of eyes.
-The size of the wings and horn can be modified, as well as the body's size.
-circa 250 cutie marks. All original (or almost), from concept such as ying yang, alchemical symbol to ghost, fruits, music note and so on. You can't import your own cutie mark but you have a nice choice. And they are classified by alphabetical order.

-15 manes and tails, most are from the the tv show's protagonists, others are original. But you should not be picky about this XD.
