Motivation: To find the answers he knows are hidden in the stars, by any means necessary. Perhaps one day to educate the rest of Equestria on the true intricate beauty of the night sky.
Strengths: Comet delights in understanding how things work, over years of watching stars scud across the sky he became adept at answering questions and solving problems that regularly vexed others. He was gifted in other ways, too, grasping new ideas from reading about them only once, and understanding a new skill by only performing it a handful of times. Because of his understanding, he has a very deep-seated sense of right and wrong, and doesn't tolerate lies, deception, bullying, or general miscreancy - he thinks they take away from not only the victims, but the community as a whole. On the flip-side however he is resolutely loyal to the friends and family he does have, and strives to do good in the world around him even when it isn't the easy choice. He also enjoys teaching; at least when what he is teaching is information easily grasped by his choice of students.
Weaknesses/Flaws: Unfortunately, due to his singular interest in things beyond the grip of gravity, he is often more focused on a new finding or the path of a star than in 'less interesting' matters like making friends or remembering birthdays. He doesn't understand why he finds it so difficult, and normally resorts to absorbing himself in star charts when thinking about it is too hard. He is often thought of as quiet or air-headed, though this isn't how he'd tell it. Instead, he often has so many varied thoughts flying through his mind that when the time comes to say something to somepony, the words he would have said are lost in the confusion, and when he remembers them the moment has passed. He can never seem to remedy this when he tries, so instead he goes camping to remove the problem (if temporarily). On occasion, he has been known to skip work or other responsibilities if some significant astral body is clearly visible that night, something that nettles his boss at Cloud Control to no end. Comet is by no means lazy; carrying a large telescope with him nearly everywhere he goes is hard work, but if he doesn't have a good reason for a task to be complete, he might just not do it.
Fears: When Comet was only just old enough to fly, a freak accident at the Cloudsdale Weather factory passing over Ponyville caused a powerful tornado to landfall just outside of Ponyville. Most of the town was safe, but a tree fell on Comet's room, trapping him. Nopony got to him for hours, and when he was finally freed, his right wing and both front hooves were broken. He wanted to be on the weather team after that, to try and prevent this sort of thing from happening to other ponies, but ever since he has feared being trapped in small, enclosed spaces - even preferring to use his room as little as he could get away with and preferring the open sky instead. He also held a deep, irrational fear of ever going blind, by some imagined terrible fate taking away his ability to watch the sky.
Overall Persona: Comet is a very nice young pony - at the very least, he tries to be. He holds no ill will or judgements and gives everyone equal respect unless they give him a reason not to, and once he's clearly established somepony as one of his friends, they get an amount of his attention that he affords few others. He loves the night sky, the stars, and everything about them, and loves to tell others about them but becomes frustrated easily when nopony is as interested as he is. He dreams one day of finding a way to leave the ground forever and fly among the stars, but for the time being is contented to watch and study their patterns from the highest places he can find.
He doesn't particularly enjoy his job working for the Ponyville Weather Team, but he doesn't mind it as long as the hours aren't too long and it means he gets time to gaze skyward. On his days off, he looks for new high places to stargaze from, venturing farther and farther from home as he gets older for new vantage points. He had a few friends back in foalamentary school, but he usually doesn't think much about them. His parents support his dreams, but are always urging him to go out and make more friends, maybe start a stargazing club. He says he will, but never remembers to on good nights when the sky is lit up by stars, preferring to camp out away from town and spend the whole night watching the stars pass.
History/Background: The offspring of a teacher and a glassblower, Comet got an early start in his passion when he was playing with an orb decoration his father had on display. By accident, he discovered looking at the stars (which he had liked since birth) through the perfect glass orb blew up the image, and the very next morning begged his father to make him a "bigger ball". Instead, for his 8th birthday, he got his first telescope. Almost 10 years later, he'd upgraded a few times, but still kept that small first one on his windowsill. He almost regretted it - the monstrous contraption that he gazed through now weighed almost as much as him - but he forgot his complaints when he set it up and stared up through it.
Over the years his collection of charts, measurements, and recordings has grown considerably, and on a clear night he could tell you the location and orientation of just about every constellation in the night sky without needing to look. He even fancied he'd discovered a few of his own. He recorded every minute detail of what he found, being sure that the Heavens contained some sort of answers for him that terrestrial matters couldn't provide.
